Starting on October 16, Quebec’s current daycare registration system will be deactivated to pave the way for a new portal, aimed at enhancing fairness, simplicity, and transparency in the process. La Place 0-5 website has been a vital resource for many parents in Quebec, serving as the primary avenue for accessing recognized child-care services since early pregnancy.
According to Marjorie Peyric, the communications coordinator at “Ma place au travail,” an advocacy group for quality child care in Quebec, the website is pivotal for parents to register for subsidized daycare, making it an indispensable tool from the moment of a positive pregnancy test.
Quebec’s daycare registration process is undergoing changes, including modifications to eligibility criteria. The new platform, the Portail d’inscription aux services de garde, is designed to introduce more transparency and equity in the allocation of subsidized daycare spots. Instead of prioritizing children based on registration date, the system will now consider the child’s desired start date, aligning with families’ actual needs.
Family Minister Kateri Champagne Jourdain highlighted the shift away from a first-come, first-served approach in favor of a more nuanced prioritization strategy. Only files of children born before October 16 and awaiting daycare placement will be automatically transferred to the new portal. Notably, the new system will no longer allow unborn children to be registered once operational in November.
The launch of the new portal will occur in three phases, with daycares setting up accounts and criteria in October, followed by parent access to profile creation or updates in November. By December, the portal will be fully operational, enabling parents to view their child’s priority ranking for daycare placement and the likelihood of receiving an offer promptly.
While the Family Ministry touts the system as more transparent and fair, some stakeholders remain cautious. Concerns persist regarding whether the new platform will address fundamental issues within Quebec’s daycare system, such as the shortage of spots and staff. Moreover, data security apprehensions linger following a data breach in 2021 involving La Place 0-5.
As the transition unfolds between the closure of La Place 0-5 and the new portal launch, a two-week gap will ensue to facilitate the transfer of existing data for 250,000 files. Parents are encouraged to update their information on La Place 0-5 proactively before the blackout period to ensure a smooth transition to the revamped daycare registration system.
