A coroner investigating the tragic death of a seven-year-old girl in Granby, Quebec, has determined that various systems, including youth protection, schools, and healthcare, failed to safeguard her due to working in isolation, neglecting the child’s welfare. Coroner Géhane Kamel released her findings and recommendations after six years, following the girl’s 2019 death, which led to reforms in Quebec’s youth protection system.
The girl, who had been under the care of youth protection since birth, was found to have been forcibly confined and malnourished. Her father received a three-year and six-month sentence in January 2022, while her stepmother was sentenced to life in prison in December 2021 for second-degree murder and forcible confinement.
Kamel emphasized that this tragedy has raised significant concerns about the treatment of children in Quebec, pointing out numerous warning signs leading up to the girl’s death. She stressed the importance of timely intervention and improved coordination among professionals to provide comprehensive, child-centered support.
Valérie Assouline, the family’s lawyer, commended the coroner’s recommendations and highlighted the community’s responsibility towards protecting children. The director of youth protection pledged to enhance child safeguarding measures, acknowledging the need for continuous improvement.
The report revealed troubling indicators concerning the girl’s well-being, such as her stepmother’s negative attitude towards her and multiple instances of police intervention at her home. The young girl, described as intelligent but troubled, was diagnosed with an attachment disorder.
Tragically, the child died from external suffocation after being found covered in adhesive tape, with her airways obstructed, leading to her brain death. The coroner’s report underscored the necessity for a child-focused approach and the need for systemic changes to prevent similar tragedies in the future.
In a poignant letter to the girl within the report, Kamel expressed deep sorrow for her untimely death, emphasizing her right to a life full of love, laughter, and security, which were unjustly taken away. The inquiry into the youth protection system highlighted critical shortcomings in providing a safe environment for vulnerable children and recommended adjustments to better meet their needs.
