The Cape Breton Regional Municipality is finalizing an agreement with a residential developer to utilize innovative financing for the construction of a new central library on the downtown waterfront in Sydney, Nova Scotia. This unique plan involves leveraging tax revenue from a proposed apartment building over the next two decades to cover the capital expenses of the library project.

Mayor Cecil Clarke emphasized the urgent need to replace the aging James McConnell Memorial Library, a goal pursued by the municipality for over 20 years. Previous councils faced challenges due to the estimated $32 million construction cost, but the new arrangement circumvents this obstacle by having Doucet Developments finance the construction upfront.

Clarke expressed satisfaction with the outcome, highlighting the collaborative effort and innovative approach that led to a unanimous approval from the council. The total cost of the library project is estimated to reach $50 million, with a significant portion covered by property taxes.

To bridge the remaining funding gap of $10 million for furniture, fixtures, and equipment, as well as interior modifications, the municipality intends to seek financial support from other government levels and engage in fundraising efforts. Wayne MacDonald, CBRM’s chief engineer, stressed the importance of securing new tax revenue to support essential projects like the library.

The new library, spanning approximately 35,000 square feet within a proposed 138-unit apartment complex overlooking Sydney harbour, is poised to become a central community hub. The project, long championed by library build committee chair Pat Bates, signifies a significant milestone in attracting private-sector involvement in vital community initiatives.

Regional librarian Lisa Mulak expressed enthusiasm for the project, emphasizing the strategic location, spacious design, and iconic waterfront setting of the new library. The construction is anticipated to commence in the spring, with an expected completion date in 2028.

In a previous development, a deal with Marty Chernin in 2018 for a similar project fell through due to financial constraints. Following subsequent deliberations, CBRM awarded the development contract to Doucet Developments, paving the way for the current library initiative. Douglas MacLennan, development manager at Tier Too Properties, underscored the pivotal role of the library as an anchor tenant for the waterfront development, ensuring the success of the overall project.

The community eagerly anticipates the transformative impact of the new library, which promises to enhance cultural and recreational opportunities while revitalizing the downtown area.
